The Bhore Committee Report, commissioned by the Ministry of Health, identified a severe shortage of trained professionals in the field of chest diseases in the country. The establishment of a Chest Institute was recommended by the Vice-Chancellor’s Committee in 1946 to address the urgent need for a course on chest diseases. The Vice-Chancellor, Sir Maurice Gwyer, presented a proposal to the government, and in 1947, Dr. R. Viswanathan was appointed as the Honorary Director of a diploma course in chest diseases. The course utilized the teaching and training facilities of Lady Hardinge Medical College, Irwin, and Silver Jubilee Hospitals in Delhi.

The foundation stone of the institute was laid by Sardar Vallabhbhai Patel on April 6, 1949, and it was officially inaugurated on January 12, 1953, by Rajkumari Amrit Kaur, the Union Minister of Health at that time. Dr. R. Viswanathan became the first Director of the Vallabhbhai Patel Chest Institute (VPCI), and the Viswanathan Chest Hospital (formerly known as the Clinical Research Centre) opened its doors in 1956. On October 24, 1957, Dr. Rajendra Prasad, the then-President of India, gave his approval to the institute.
